Here's my guess: after the case with Sunny Starscout, I can now say that Sunset is already an alicorn, but the wings are energetic and did not know how to summon them, (after all, Sunny also did not know how to summon her wings) therefore, upon returning to Equestria, she decided that she was not an alicorn, and everyone decided so.
